Update HIGG3DX format followup

This MR updates the HIGG3D1/HIGG3D3 derivation formats with the following changes:

  • Add QG Tagger information
  • Add a new HIGG3DX augmentation tool, decorating additional truth content while full truth record is still available (mostly taken from PAOD code)
  • Add usage of VgammaVjet OR tool

Although there are many additional lines added, the changes only effect the HIGG3D1/HIGG3D3 formats and all of the variable names that are decorated begin with "HIGG3DX_" as per the naming policy.
