Jet config : Schedule TruthAssociation moment calculation only if truth jets are scheduled
We fix a warning reported in https://its.cern.ch/jira/browse/ATLASRECTS-4934
The warning is caused by the attempt to calculate quantities using truth jets. However in this jobs truth jets are not build. We change the config so that if the truth jets are not build, the calculation is not scheduled.
