Only retrieve CscIdHelper in case doCSCDigit flag is turned on

Hi,

with this MR being accepted, the CscIdHelper is only retrieved by the NSWPRDValAlg AthAlgorithm in case the doCSCDigit property is set to true. This helps to avoid crashes with detector layouts without any CSC chamber.
