Updating the qg tagger
This is mostly prepared by @woodsn to be an update of the qg tagging. I would ask her to state her approval of this request before merging.
This request allows for the qg tagging to run without having the tracks linked to a jet available. Some updates were made to have this run in athena, and updates to the interface class to allow the setting of the systematic variation. Also turning printout from INFO to DEBUG for when jets are outside of the acceptance.
One outstanding item is to move the input root files from eos to cvmfs.
