ART: New cluster plots for the egammaValidation package

Roger Naranjo requested to merge ATLAS-EGamma/athena:new_cluster_plots_egammaValidation into 21.0

This MR includes a couple of new cluster related histograms to the egammaValidation package. It adds the number of cell per layer for electrons and photons. Needed for performance monitoring.
