WIP: Fast digi ineffscale factor ff 21.3

Merge request to improve the performances of the FastSiDigitization compared to the standard digitization approach. Two main changes:

  • FastSCTDigitizationTool: bug fix in the way the crossed sensors are identified in the endcap.
  • FastPixelDigitizationTool and FastSCTDigitizationTool: Include a mu and eta dependent inefficiency SF, as described in ATLASSIM-4160

The MergeRequest is under WIP because I need to finalize the test on the SCT inefficiency scale factor performance.
