Presampler parts of the LArHV package migrated away from RCBase custom ref counting

This is a last MR in series of similar MRs (see the previous ones: !22234 (merged), !22378 (merged) and !23055 (merged))

In this MR dropped presampler ConstLink typedefs and migrated all clients to the new interface.
