Make methods of SiSpacePointsSeedMaker_Cosmic const by defining EventData to hold event dependent data.

• Define and use EventData to hold event dependent data.
• Implement event cache.
• Make methods const

These are important to run SiSPSeededTrackFinder in multi-threads.

These changes cannot be tested because the TRT part of the q220 test with cosmic data is broken regardless of these changes.

MR !23244 (merged) contains the corresponding changes to SiSpacePointsSeedMaker_ATLxk.
