Trk Track update documentation for const changes

Trk::Track

  • Clarify changes due to const correctness in documentation.
  • Hopefully a final fix (non-cost tracks allow to change the summary, const ones do not). That allows to get rid of a couple of const_cast in TrkTrackSummaryTool
