Migrate TRT Calibration

Peter Hansen requested to merge hansenph/athena:22.0-TRTCalibration into master

Replaced TRT_CalDbSvc and TRT_StrawStatusSummarySvc by private tools in the event processing parts (kept TRT_CalDbSvc for pool and text file I/O since the Athena output stream tool does not work with CondStore). These two services are the only ones in the calibration who dependents on the event.
