TrkGlobalChi2Fitter: Add ATLAS_CHECK_THREAD_SAFETY

This is a relatively simple MR. It adds the ATLAS_CHECK_THREAD_SAFETY file to the TrkGlobalChi2Fitter which should enable additional compiler checks. It also makes some minor changes to the way the fitter keeps track of fit statuses.
