Adding histogram's bins dynamically

Piotr Sarna requested to merge pisarna/athena:RebinableHistograms into master

We discussed with @tbold, that we are still missing functionality of histograms which are able to dynamically add bins when they are needed. So this MR adds this functionality.

WIP because I need to write missing unit tests.
