Clean-up Syntax of PileUpToolBase class

John Derek Chapman requested to merge jchapman/athena:PileUpToolsCleanup_master into master

Cleanup PileUpToolBase and make ParticleBarcodeVeto a property of all PileUpTools. Remove the property from derived classes.

Also tidy up TestPileUpTool class.
