Make TestPileUpTool private in ART-build test

After !22621 (merged) then all PileUpTools are private to the instance of PileUpToolsAlg or DigitizationAlg, so the syntax in NightlyPileUp.py needs to be updated accordingly. This should fix ATLASSIM-4179.
