Attempt to fix crash in RPC RDO decoding (ATR-19765)

Mark Andrew Owen requested to merge markowen/athena:MO_ab_muonidcfix into master

This builds on Adam's fix (!23459 (diffs)) and removes a double call of the manageOutputContainers function in the decoding tool. This seems to fix the crash.
