DirectIOART: Adding TFile::Open tests probing rucio redirector

A few TFile::Open tests have been added to probe the rucio redirector functionality. The tests are meant to be executed within 21.2/AthAnalysis and 21.2/AnalysisBase, but also for master where the changes shall be swept to.
