Migrate ParticleJetTools to use DataHandles

This MR removes the remaining occurrences of direct storegate access in the Jet domain (according to this: http://goetz.web.cern.ch/goetz/direct_storegate_access_2019-05-11.html#Other_Jet ) All storegate calls have now been replaced by DataHandles.
