Overlay update and fix for ATR-19427

Apply @apolici's fix for ATR-19427 and also update the overlay file version to account for the change. See !23501 (closed).

Needs expert intervention to get the reference updated to match: I generated one here:

/afs/cern.ch/user/s/smh/public/MR_23501/run_overlay-d1498

from the most recent nightly.
