Bugfix for MergeHijingParsTool

John Derek Chapman requested to merge jchapman/athena:MergeHijingParsFix_21.0 into 21.0

There was a bug in MergeHijingParsTool which meant that it would only look at the hard-scatter event rather than looking at both the in-time background and hard-scatter events as intended. This is now fixed.

Also added an ART job to monitor this workflow.
