Manual sweep14940 plus the last run 2 fix

porting old MR14940 with the bugfix that wasn't swept to master branch appending it with the last run 2 fix. Both fixes are related to the per-PP0 online monitoring occupancy histograms. This is the last update of the histograming code in the old monitoring framework - the code will be completely rewritten in the coming months.
