Add option to generate FTK patterns for track parameters and beamspot different from FTK sectors and constants production

This fit adds the option to generate FTK patterns with track parameter ranges different from the base set of sector and fit constant. This is required to adjust movements of the beam spot or to produce special pattern banks, e.g. for triggering long-lived particles.
