save mcEventWeights for data overlay

tkharlam/athena:21.0-WeightsOverlay into 21.0

Event weights are needed for data overlay production for HI group. For that new argument IsDataOverlay was added for the function converting EventInfo to xAOD::EventInfo in EventInfoCnv tool that is called by PileUpEventLoopMgr during overlay.
