TrigMuonRoITools: Enable static thread checker and some cleanup

Enable the static thread checker and cleanup the interface definition. Also remove some redundant code.

If this tool is meant to be used in athenaMT, i.e. within a re-entrant algorithm it will certainly need further modifications.
