First step in disabling TRT alone matching for electrons

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:Remove_TRT_along_for_Electrons into master

In e/gamma we use TRT-alone for photon conversions and this is something we should continue to do given good TRT perfomance .

For electron we define one good electron as having 1 pixel and 7 SCT so matching TRT should be not-relevant This is the 1st step in a try to remove this part. Eventually leading to some cpu gains (this one should be minor in this respect)
