Provide new-style configuration to read trigger info from XML when running on MC

Provide configuration in AthenaMonitoring for reading trigger menu from XML when running on MC

Also changes trigger config flags:

  • changes default menu setup to the one in master (Physics_pp_v7_primaries)
  • adds HLT config file name as a flag
  • changes the L1Topo config file name generation to match the one in TriggerFlags.py
