Add electron precision calo to ctest

Fernando Monticelli requested to merge fernando/athena:AddElectronPrecisionCaloToCTEST into master

This is a fix for the duplicate key name error discussed in ATR-19787

It basically defines the name of the output container name of the TopoClusterMaker to be HLT_TopoCaloClusters+algSuffix defined as either "RoI"or "FS" depending the instance of the algorithm

Re adding too the 3rd step (i.e. precisionCalo) also in ElectronDef.py

I setup the urgent label, so we can go ahead with photonPrecisionCalo and electorn hypo
