L1 decoder CF fix

Benjamin Michael Wynne requested to merge bwynne/athena:HLTfullMenuL1DecoderCF into master

L1Decoder must run before the step 1 filters in the full menu test, but this is not enforced by CF.

Noticed when attempting to merge gaudi/!869, where the more aggressive scheduling exposes the missing dependency.
