Fake bkg tools latest changes to do

Update LhoodMM_tools to handle systematic uncertainties the same way the other tools do (thus making it easier for users to switch between tools if needed). Testing on O(10^6) toy MC experiments to ensure that performance/reliability is not degraded.

Also fix a bug that could lead to unwanted printout in some cases.
