Add ATLAS_CHECK_THREAD_SAFETY to TrackToCalo

Adding ATLAS_CHECK_THREAD_SAFETY

Marking ParticleCaloClusterAssociationTool as not safe, due to it using a not thread safe caching strategy.

It is not clear if needs to be migrated following the same strategy as the one used for ParticleCaloCellAssociationTool or to be dropped.

So for now lets just mark it as NOT_THREAD_SAFE so people are aware
