Created HTTUtils Package (and added HTTPatternBank)

Create the HTTUtils package, moving at first HTTSetup to it. Also added an HTTPatternBank class and a class to read/write the bank from files (this writer class should probably belong in TrigHTTAlgorithms instead of TrigHTTObjects).
