Updated the DetGeoSvc to the new style

dnoel/athena:G4AtlasAlgUpdate into master

This included the field services that the DetGeoSvc needs to call, and a partially configured G4AtlasAlg upgrade which correctly calls the DetGeoSvc (this will be completed and testing added in a later MR).

Testing is added for the new config files.
