TileROD_Decoder updated to Felix and new flag in TileRawChannelBuilder

TileROD_Decoder.cxx in TileSvc has been updated to read FELIX data format A new flag "m_fistSample" has been added to TileRawChannelBuilder main class. This flag will allow the selection of the first sample to be analyzed, this has been added to do the comparison of the energy reconstruction between Felix and Legacy data format and be able to run Fit Method using 16/7 samples of Felix data format and Optimal Filtering using 7 samples of Felix data format
