Setting forward TrackParticle thinning to be on by default in reconstruction

James Catmore requested to merge jcatmore/athena:master-setFwdTPThinningToDefault into master

This is an attempt to synchronise the settings in 21.0 and master. With this set to true, InDetForwardTrackParticles will be thinned from the AOD according to the recommendations of the AOD reduction task force.
