LumiBlockComps: Remove UseDB option from LumiBlockMuTool.

LumiBlockMuTool had an option to allow querying the Luminosity tool. However, this is nowhere enabled in the current code base, so remove it. (The alternative would be to migrate to using the conditions algorithm.) In passing, fixes ToolHandle constness problems.
