add step 3.0 (InclinedAlternative) test

Nicholas Styles requested to merge nstyles/athena:21.9-step3test into 21.9

Adding test of "step 3.0" ITK layout to ART tests. This is based on older (step 2.2, i.e. pixel TDR-like) tests, and should allow us to see the readiness of sim/digi/reco for newer layouts following the Layout Task Force recommendations, and future layouts that will build on these.
