TileMonitoring: Update TileJetMonitorAlgorithm configuration

Configuration of TileJetMonitorAlgorithm has been updated because this algorithm seems to need only cabling service, geometry, and bad channel tool.

Test for TileJetMonitorAlgorithm has been added. Python flake test has been added.
