adding efficiency map config file option to btagging efficiency tool https://its.cern.ch/jira/browse/AFT-270

this adds a new feature to the btagging efficiency tool related to automating the selection of efficiency maps. details can be found in https://its.cern.ch/jira/browse/AFT-270 it allows users to provide a config file that tells the tool which maps to use, and switch the tool to the correct efficiency map based on the sample DSID. the config file will be created by the users using a script provided by the flavour tagging group (https://gitlab.cern.ch/mstamenk/automate-hadronisation-information) it involves an extension to the interface, but previous functionality remains unchanged, so existing frameworks will not notice it.
