Change defaults for Read/WriteHandleKeys in Overlay Algorithm headers

Set the defaults for Read/WriteHandleKeys in Overlay Algorithm headers to use StoreGateSvc. Other values can be set in the python configuration.

This should fix ATLASSIM-4203, which is a result of the changes in !24009 (merged).
