Fix no electron counts

Fernando Monticelli requested to merge fernando/athena:FixNoElectronCounts into master

This is to fix ATR-19883. PrecisionCaloAlg for photons and for electrons are different instances. Before this fix, the photon instance was overwriting that of electrons.

Now counts are non-0 for electrons and photons
