Add L0,L1 phi restrictions, switch to using calo frames

This MR changes the cells to use the calo frame in all cell-level calculations, and it restricts the phi range of L0 and L1 cells in the egamma clusters.

This is related to ATLASRECTS-4233 and part (but not all) of ATLASRECTS-4977.
