TileMonitoring: Migrate luminosity configuration to condAlg.

Scott Snyder requested to merge ssnyder/athena:lumiCondAlg.TileMonitoring-20190621 into master

Configure the luminosity conditions algorithm rather than LuminosityTool.

Also remove references to EventInfoCnvAlg --- they shouldn't be here.
