Externals Update, 21.2 branch (2019.06.24.)

This MR updates all projects of the 21.2 branch to use atlasexternals-1.0.51.

The full list of changes wrt. the currently used atlasexternals-1.0.50 are (atlasexternals@1.0.50...1.0.51):

  • Updated KLFitter to version 1.3.2 (@kzoch);
  • Added the correct LHAPATH from CVMFS to the environment (mainly meant for the generator release...);
  • Added extra find-modules for setting up python packages from LCG_95 (backported from the master branch);
  • Updated lwtnn to version 2.9 (@dguest).

Since the lwtnn update will (in principle) affect the AthDerivation release as well, @egramsta should probably keep an eye on this as well. The other updates should not affect AthDerivation.
