The UseAllCalo flag decides, whether the TriggerTowerContainer or the CaloCellContainer is used for building JGTowers. Since TriggerTowers will be obsolete by Phase-II, the UseAllCalo flag needs to be accessible via Reco_tf options for MC productions.
This change enables that.
