Master remove public tools from TrackingGeometrySvc

As an initial step for cleaning up new configuration for the extrapolator, I decided to do some minor cleanup of the TrackingGeometrySvc. Lots more needs to be done (it is not thread-safe at the moment), but I have migrated some tools to be private.

I didn't manage to initialise ToolHandleArray<Trk::IGeometryProcessor> in the header, and so gave up for the moment.
