Use MuonIdHelperTool only in MuonTrackSummaryHelperTool

Hi,

this MR moves to using MuonIdHelperTool throughout the MuonTrackSummaryHelperTool instead of retrieving the single muon helpers separately. Thus, the UseCSC property is not needed anymore.
