Fixes for negative tag taggers

Dan Guest requested to merge dguest/athena:add-flip-taggers into 21.2

This enables the "Flip" versions of taggers that are needed as part of ATLASRECTS-4864. They will be enabled if BTaggingFlags.Do2019Retraining = True and some taggers in the list end with Flip.
