Add initial version of new check_log script

Hi,

This is a rewrite of the check_log.pl script in python. Work carried out by RAL work experience students Catherine Brewer and Luqmaan Ahmed under my supervision.

Gives almost identical output as before, including the slightly esoteric error codes. Can also print stack traces for multi-threaded crashes.
