Replace the negative IP only RNN selection in flavor tagging with a sign flip

Dan Guest requested to merge dguest/athena:iprnn-add-flip-sign into 21.2

This should be closer to what @hartman found to be optimal. We need this relatively soon as part of ATLASRECTS-4864.
