SUSYTools: Fix for error in TAT and update use of elec charge eff corr tool

• Remove elec charge eff corr tool from fill electron
• Fix for config files needed to fix errors coming from TAT in SUSYTools tests

Note: This needs updated references, which will be synced tonight.
