TrigL2MuonSA: Test dead tube finding in MdtDataPreparator.

Add a unit test to exercise dead tube finding in MdtDataPreparator, in preparation for restructuring it address performance issues in the debug build.

(Test may time out in debug build for the moment, but that should be addressed with the next merge to this package.)
